Section in a section

I created a new section that I want to move above the other sections that I have previously done. Here is a screen shot of my new section on the bottom with the ID of additional-permissions that I want to move above the ID of additional-definitions:

When I move it, all of the other sections are now inside the #additional-permissions section which I don't want. 

Why is this happening?  Thank you.
