Widget transIation Betheme and WPML

I try to make the footer widgets different in 3 languages but it does not seem to work....

I dont understand the options in the widget I tried everything but it doesnt work. in example Footer 1

Dropdown says
Multilingual
Language 1
Language 2
Language 3

THen it has a tick box "convert into multilingual widget.

What do I need to do to make the widget different in 3 languages?
