Misc Element Behaviors

I think some of this can be changed with custom code, but I am having 3 problems:

1. When using the Builder Chart element, the elements don't stay aligned at smaller screen sizes. URL: https://mydirect2care.com (in the Why Telehealth? section)
2. I have a language translation switcher button in the header that doesn't move or resize with the sticky header. Is it possible to have the sticky header not resize?
3. Is it possible to turn off the rollover effects on the Icon Box element? When I am not linking elsewhere, it is confusing for the user.
